It's still many months (a year?) before Chaos and Civility 2 will likely be wrapping up, however I'd like to get started on preliminary planning for Chaos and Civility 3, so we can make it truly the game of our dreams, and unlike any other pitboss game available.

To do so, I think we need to look into having a custom mod created for our use, as nothing currently available satiates our needs completely.  I'll be asking for your input in finding a competent mod programmer, and will pay to have the mod created.  Hopefully, some of the heavy lifting can be done by borrowing from existing mods which have features we like.

What I am asking for each of you to do now, is to join me in brainstorming, and posting your wish list of features you would like to see in a custom Chaos and Civility mod pack. 

To get the ball rolling:

        Required Features
* Should allow for 28 (or more) players, similar to the mod we are presently using.
* A means to measure and recognize/reward non-military endeavors;  particularly a way to reward roleplay efforts. (obviously, we need to create a list of specifics for this)
* Reduced tundra and ice to maximize livable space (not eliminated entirely, however).
* Increased map size? (though this might cause strain on everyone's computers and the connection too)

        Desired Features
* More detailed and accurate demographic stats (such as measuring true military unit numbers, rather than vague "power".  For starters, eliminating the calculation of barracks and similar into the power stats.)
* Reduction in foreign minister intelligence--such as current techs another civ has (makes it more challenging to learn the advanced nature of another civ).
* Some sort of unique RP elements.  Maybe a "pilgrim" unit, which each nation can build and send to pilgrimage sites for "spiritual points" or similar.  This would reward the sending nation some sort of spiritual points each time their pilgrim makes the journey.  Modifiers could be based on distance and overall "market share" of that religion.
* To build upon the spiritual points concept, perhaps each religion could have a world wonder which can be constructed, as a "secondary holy city" (think:  Mecca, Medina, Jerusalem for Islam--actually many more "holy cities" than that, but you get the picture).  This would give the building civ a chance to compete or share in the spiritualism race, with the actual founder of that religion.  The secondary holy city wonder could be built by ANYONE with a religion (even if they have not discovered any religious techs), though only one (or two?) may be built per religion. 
* New Victory Conditions (such as spiritualism race??).  For one, a way to reward peaceful nations (maybe a "pacifist points" measure, for length of time one is not at war--including defensive and offensive both.  This would keep civs from bullying others too, as they lose pacifist points whether they declared war or were declared upon).

These are just some vague suggestions to get us started, and would need to be fleshed out as we discuss and bounce ideas back and forth.

Radical idea:

If you want to make the game have a different objective than who can steamroll whom, or who can out-tech whom, then you need to dismantle the standard VC's and create a VC based on "RP points"

The winner is the most civilized, or the most altruistic ... not the most powerful or the most advanced.  "All" we have to do then is to create this entire new RP point system ...  Roll Eyes

Now some random thoughts:

1. If we want to reduce offensive warfare, we could make unit supply per turn be 100 gold per turn per unit, for example ... when in the borders of a civ that one is at war with (to allow peaceful travel under open borders).

Offensive war would pretty much shut down research at those rates, I would think.  If we shut off pillage gold as well, then invasion = stagnation.

Variants include ramping up war costs as number of cities conquered goes up ... so the limited war to settle border issues is still feasible, but the wipe out the opponent war is not.

2.  If we want to not have a runaway tech leader ... perhaps we ramp up the cost per column of techs at a more exponential rate.  Thus, the gap between the tech leader and the field in terms of techs (but not cummulative beakers) remains more narrow.

So ... what then are we playing for?  Maybe some global "most civilized" state ... an aggregation of gold, techs, culture, and population density (not total pop or amount of land), so that small civs also can compete.  In which case the gold should be perhaps gold per capita?

If we created such a "most civilized" score, we could assess that at different benchmarks in time (1000 BC, 1 AD, 500 AD, ... etc.) and have winners of the different time competitions.  We might also add points for most trade interactions, maybe most named units in play, etc.

All of which assumes that someone besides Cap'n is interested in a game that is primarily RP  Cheesy

Disable all VC cept UN and since you now can't selfvote into it... As a start at least.
