Dunharrow Treatise signed; peace at last!
Ruins of Dunharrow, Aidern 1425 BCE

Generations of war ended today, with a gathering of representatives from the high command of Rohan and Aidern.  The meeting took place at the ruined settlement of Dunharrow, where the first war began millennia ago after a border dispute.

Upon meeting face-to-face for the first time, arch rivals Theoden, King of Rohan and Vali Capsavian Hopewell shared a flagon of mead.  Both spent some time conferring with one another, then signed the Dunharrow Treatise before making separate speeches.

Here was Vali Hopewell’s statement:

“This, today is the capstone of my reign to date.  To meet a worthy opponent on the battlefield is an event reserved for only the most accomplished of Mushirs.  To meet that same worthy adversary and share mead with him as a Friend, well that....that is an event so rare my own expansive lexicon lacks an adjective worthy of application.

This marks the dawn of a new age for our people.  Where blood has been spilled in fearful misunderstanding, now we leaders of grand nations forge the swords of mutual understanding. 

I envision a day--not so far from now--when Rohirrim and Dernish soldiers stand beside one another as a force indivisible by any mortal entity.  Until that day, at least we may share a hearth and use our shields as seats, our spears as tent poles, and our voices for singing and not battlecries.”


Noticeably absent was Mushir KhinnStormbull, the gruff Dernish field marshal who lead the Demon Hunter Regiment of the Second Rohan War.  It is no secret that the Mushir was still upset that his daughter’s hand was not included in the final draft of the treaty.  Out of respect for King Theoden—and perhaps concern that his officer might commit an international incident—Vali Hopewell had given the Mushir orders to organize the redeployment of the Dernish armies, sending the conscripts back to their farms and shops.

Also absent was KhinnStormbull's daughter.  She has not been seen since the Scottish observers left Aiderness.


The Dunharrow Treatise of 1425 BCE, in its entirety:

The nations of Aidern and Rohan agree to the following terms which are intended to form the foundation for peace.

Land Claims

Rohan in the west and Aidern in the east is the basis of land claims.  No new colonies shall be placed between the two nations without prior agreement from both nations.   Agreement is provided in this treaty for the following:

1.  Rohan is permitted to settle what has been referred to as the midlands; namely west of the cow resource NE of Angrenost.  Call this Rohan Colony X.

2.  Aidern is permitted to settle the area east of the river which is east of Aldburg.  Call this Aidern Colony Y.

Security

Security provisions cover all settlements which share borders between the two nations or which comprise what would be considered an east front for Rohan and west front for Aidern.  When this treaty is signed, the list of settlements includes:

Aidern:  Fort Wrought, Aiderness, Hoofport, Colony Y (when/if founded)
Rohan:  Colony X (when founded), Angrenost, Aldburg

1.  Each nation shall be allowed 3 observers which are allowed unrestricted travel within the other nation. 

2.  The number of garrison units in a city is limited to the largest garrison of any single city.  The exception to this is Rohan's capital city of Aldburg which is permitted a garrison twice this size.

3.  Additional recon may be present in neutral territory with the following restrictions:
    a.  It is a single military unit.
    b.  It does not infringe within 2 hectares of another nation's borders unless this is just not possible given the spacing between existing borders.
    c.  No other military unit of the same nation performing recon in neutral territory within a 2 hectare radius.

Resources

With the intent that shared resources provide a natural desire to maintain trade relations and therefore peace, both nations shall give the other preference when it comes to trading excess resources.  To prevent an imbalance, no nation shall be forced to trade any resources beyond a 1:1 ratio.  Existing trade agreements with other parties should be modified to maximize the possible trade between Rohan and Aidern.
