"This city is too crowded", yelled one man.  "Your oppression, we will never forget", said another.  Lord Viktor, said Knarf, "We need to keep the slavery option open other than just for a draft.  "What would you have me do Knarf", replied Viktor as he threw his hands up in the air.  Knarf looked at Viktor in the eyes and said, "You need to enforce the full force of the slave act".  Viktor turned and looked out his window. 
"Lord, if we dont act now, the city will revolt.  Then we will have bigger problems", explained Knarf.
Viktor shook his head in favor of the idea, but still had the look on his face that he was not willing to let lives be wasted.  Knarf remained silent to let Viktor think.    After a few minutes passed, Viktor turn to Knarf.  "Very well Knarf, do what you must to quell these uprisings.  I will support a new clause in the Slavery Act that allows the use of forced worked when necessary for the goodwill of the country and its cities and its citizens."  Knarf was very pleased and headed out to start the Slavery Acts new clause.

While whipping can be good and necesarry alot of the time, it is not often best to whip more than once every 15 turns, that is unless whipping happiness boosters(with hrule that means any units, without it is temples, markets, colloseums etc).
