Terrorists

It seems we have a band of warriors carrying a black flag wondering all over this continent. So far we have stopped every attempt by these terrorist from entering our land. Viktor and the elders are behind closed doors trying to devise a plan to stop these attacks. The battles have been brief, but some were fierce. We obtained documents that these people are working for certain civilizations on this continent. Some of the governments may not even know they have been infiltrated. Could this be the explanation of events taking place in neutral territory? Or the explanation of 'ghosts'? We do not know. We have studied there moves, and it seems they target improvements first, then go after the city. We can only hope that all governments take charge to control this problem, as its a global one.
