The Etruscan Managerial Threat

From the notebooks of Leonardo:

Wanders, bards and pilgrims from far off lands have brought to Yourcenae tales of a civilization with the most highly developed organizational infrastructure and bureacracy.  They say these people are called Etruscans.

This level of organizational sophistication poses a severe threat to all other dynasties.   If this world is anything like my own, then we need to find Romans to crush this Etruscan threat, while it can still be contained.
