Does anyone know how the game calculates things to do with espionage? I ask because of the following situation:

I have spent a total of 89 points on Levgree
He has now spent 96 points against me (but until recently was on a lower number of points than mine)

However, on the espionage screen itself it tells me my cost is at 79%, suggesting I have spent MORE points than Levgree.

Anyone any ideas why?

I think espionage cost is calculated also on other factors, such as the number of cities an opponent has, and the religion (if I am not mistaken, the owner of a holy city receives an espionage cost deduction for every one of an opponent's cities which has his religion). 

So, if you are the owner of the Islam holy city, I think you receive an espionage cost reduction for every one of his cities which has Islam in it.  The opposite is true for any of your cities with Judaism, as he has the Jewish holy city.

I don't know for certain, but I think that is a factor.
